O estudo Global Education Digest 2011, apresentado em Nova Iorque pela UNESCO, indica que em 2008 a taxa bruta de conclusão de ensino secundário em Portugal era de 67 por cento, fazendo do país um de apenas dois entre o grupo da América do Norte e Europa Ocidental a registar uma taxa inferior a 70 por cento.
Na última década o ensino técnico vocacional terá aumentado em Portugal, enquanto caíram as matrículas nos níveis superiores de ensino secundário. (Público) (Estudo)

One of the main reasons of incomplete study is that the student can not stay focused on what they have to achieve for their better future very accurate study by UNESCO.
This study by UNESCO is alarming and truly shows the decrease in the quality of the educational system in the country. The drop in secondary education is 70 percent as mentioned in your post which is a thing to worry about. Hope the concerned authorities come up with a rapid solution.
